PHOENIX — Calling its report “arbitrary and capricious,” a federal appeals court on Monday ordered the U.S. Fish and Wildlife Service to revisit its conclusion that Fort Huachuca was adequately compensating for the water it was pumping out of the San Pedro River basin.
